Digital Infrastructure Leadership Team
Daniel Rowan is a seasoned leader in telecoms infrastructure with over two decades of experience driving innovation and operational excellence across major fibre and connectivity programmes.
Previously Operations Director for Openreach FTTP and Ethernet Services at OCU, Daniel scaled annual turnover from £360k to over £40 million through strategic leadership and customer-focused delivery. He has managed nationwide fibre rollout projects and connected critical infrastructure across research, telecoms and education sectors. Known for his hands-on style and commitment to health, safety and quality, Daniel is passionate about empowering high-performance teams to deliver outstanding results.
Toby Ford
With more than 20 years of experience delivering complex telecommunications networks across the UK and Europe, Toby leads the Program Delivery function at JSM with precision and a forward-thinking approach. As a trusted industry expert, he manages strategic projects with key customers – leveraging the latest technologies to exceed expectations and foster innovation. Specialising in health and safety, structured governance, and client satisfaction, Toby drives high-performing, resilient programs built on transparency and continuous improvement. He is also responsible for client reporting on key performance indicators (KPIs), ensuring consistent alignment with business goals and operational excellence.
Rob Mills is an experienced leader in the telecommunications sector, having joined JSM Group in 2010 following over a decade in the industry since 1998. As Head of Planning and Planned Maintenance for Telecommunications, Rob plays a pivotal role in ensuring the efficient coordination and delivery of planned works including diversionary works across the business. His deep operational knowledge, strategic mindset, and commitment to high standards have made him a trusted figure in the field. Rob continues to drive improvements in planning, performance, and service reliability across JSM’s telecoms operations.
Mark leads the nationwide fibre build and maintenance team, overseeing complex customer projects from planning through execution.
With over two decades of experience in the telecoms industry, Mark is a seasoned Operations Manager known for delivering large scale fibre network infrastructure projects across the UK and Europe. Mark’s career spans several high impact roles at industry leading companies, and his current portfolio includes various projects including Hollow Core Fibre, subsea and terrestrial fibre builds. A hands-on leader with a deep technical background, Mark is adept at building high performance teams and managing operational excellence in fast paced environments. Mark is known for his collaborative leadership style, clear communication, and dedication to quality.
