POWER
JSM Power is a dedicated team of experienced electrical engineers capable of providing a comprehensive turnkey service, working with our customers to identify the optimum solution at concept design stage and onwards through construction to energisation and project completion.
Our in-house design team will ensure the solution meets all relevant engineering and safety standards whilst balancing other key stakeholder priorities including environmental impacts – importantly we recognise that the design will need to be value engineered to fit with the commercial viability of the overall development.

Beyond the design and feasibility stages our dedicated project manager will have a clear understanding of the project commitments and deliver against them, providing a single point of communication. We believe that our responsibility for connections projects includes the liaison with the host DNO (Distribution Network Operator) and/or National Grid to ensure that the respective project programmes are closely aligned to achieve the desired energisation date.

Power Leadership Team
David Rough leads JSM’s Power business, overseeing the design, construction and maintenance of electricity networks for transmission and distribution operators.
With over 30 years of electricity industry experience, Dave began his career as an apprentice before rising to Senior Manager level at London Electricity (now UK Power Networks), working on landmark projects including Canary Wharf and King’s Cross. He leads a highly skilled team delivering electrical engineering, project management and commercial expertise in a specialist market. Dave is driven by a genuine commitment to customer service, quality and safety in every project JSM delivers.
Stephen provides a crucial role in the growth of JSM into new markets within the Power industry, extremely important as the UK continues to develop its infrastructure to accommodate large power connections for data centres, transport and logistics, renewable generation and energy storage (BESS).
Stephen held the position as Head of Major Connections at UK Power Networks for 10 years from 2011, a period which saw the greatest level of change in the profile of connections to the electricity distribution network ever seen – from hyperscale data centre connections to skyscrapers changing the London skyline; from TBM’s driving tunnels for major infrastructure to grid scale solar farms and battery storage.
Given his industry knowledge and experience, Stephen is able to provide our customers with valuable insight into getting a connection to the electricity network, this insight is supported by JSM’s in-house electrical and civil engineering teams providing a full end to end turnkey operation.
Peter Östlund joined JSM in 2025 as Managing Director – Europe and is responsible for establishing and driving JSM expansion in the EU. Peter has successfully managed major telecommunications and energy projects in Europe, particularly in Scandinavia and Germany, with a project volume of over €2 billion. His many years of experience in these regions have made him sensitive to the cultural differences that can significantly influence project success.
Peter’s combination of operational implementation expertise and intercultural competence makes him a key driver of JSM’s European development.
As Operations Director, Martyn plays a vital role in the growth of JSM within the Power sector.
Martyn spent nearly 25 years at UK Power Networks, with his last role, before joining JSM, being the Head of Competition in Connections. Given his industry knowledge and experience Martyn is able to provide our customers with valuable insight into getting a connection to the electricity distribution and transmission networks.
With over 30 years of experience in the utility industry, 22 of them at JSM, Gerry is a seasoned leader in pre-construction planning and execution. As head of the pre-construction team, he oversees strategic development, budgeting, risk management, and regulatory compliance for a wide range of utility projects. Gerry is known for mentoring high-performing teams, championing innovation to enhance efficiency, and playing a pivotal role in successful tender submissions and client engagement. His dedication to excellence and passion for developing future industry professionals make him an invaluable asset to the organisation.
Darren Cooper serves as the Commercial Director for Power, where he oversees all commercial operations within the pre-construction business.
With over 37 years of experience in the electrical industry, Darren brings a wealth of expertise and a steadfast commitment to excellence. He is responsible for ensuring all tender bids are accurately prepared and submitted within client deadlines, right through to contract award.
Known for his hardworking nature and meticulous approach, Darren consistently delivers high standards of customer service and operational efficiency. His leadership ensures the division meets its commercial objectives while upholding the highest calibre of professionalism and client satisfaction.
Matt is a qualified Quantity Surveyor with over 35 years’ experience in the utility sector, working predominantly in Power for both client contracting arms and Tier 1 contractors. Matt has developed and continues to lead high performing teams on the largest renewables and data centre connection projects in the UK. Selected for leading roles on joint ventures and alliances at pre and post contract stages has enabled Matt to collaborate closely with clients as part of an integrated team. Matt continually delivers major net zero projects and long-term frameworks using both traditional and collaborative contracting arrangements.
Jack Whitlock joined JSM in 2008 and is responsible for overseeing Electrical Operations. Jack brings a wealth of experience in proactive and reactive operations, heading up major faults & maintenance frameworks with UK DNO’s, with a strong background in fluid-filled, gas-filled and XLPe cable systems. Jack leads projects from tender opportunities through to energisation. Beginning with a blue-collar background in civils construction and cabling, Jack has developed and gained vast experience organically with the continued rapid growth of the company over 17 years. He has adapted with the company whilst maintaining the core-values and instilling a company ethos that resonates with clients, colleagues and the wider ICP & DNO community.
As Associate Director at JSM, Joe leads the delivery of major electrical infrastructure projects across the UK, ensuring safety, quality, and operational efficiency. With over eight years at JSM, Joe has developed a strong reputation for driving high standards in health and safety while maintaining consistent, on-time delivery. He works closely with project teams and clients to create a collaborative environment built on trust, accountability, and performance. His focus is on delivering complex electrical builds safely and effectively, supporting JSM’s commitment to excellence in the utility sector.
With over three decades of experience in the utility industry, Riaz serves as the Head of Pre-Construction for our Power team. He leads a high-performing, multi-disciplinary team focused on delivering sustainable and cost-efficient civil engineering solutions. Passionate about shaping the future of infrastructure, Riaz partners with clients to develop forward-thinking strategies that minimise risk and support long-term success.
